Broken window theory...

I believe there is merit to the broken window theory, but it isn't only taggers, loiters, and building owners that need to be addressed. While riding to West Oakland Bart from Lake Merritt BART I noticed surface area of billboards with adds peeling off than of tags.

Oakland has financial woes, so given limited funds, it makes more sense to start fining Clear Channel (who has money) than trying to catch and fine taggers who generally don't have money.
